1. (S) Summary. MFA Deputy Director General for the Middle East Yacov Hadas provided PolCouns March 16 with an overview of Israel's relations with several of the Gulf states. Hadas described Israel's relations with the Gulf as a function of the Gulf Arabs' fear of Iran, but also as due to the Arabs' belief in Israeli influence in Washington. Fleshing out some of the points he had made earlier to NEA Acting A/S Feltman (reftel), Hadas described Qatar's shift toward the radical camp in the region as a "game" linked to Qatari rivalry with Saudi Arabia. Hadas believes Qatar is feeling pressure from Israel, Egypt and the Saudis, adding that he has been invited to visit Doha for talks about how to resume normal Qatari-Israeli ties. Hadas noted that while the Omanis are generally correct in their dealings with Israel, they appear not to recognize the seriousness of the threat from Iran. He said that while the UAE is increasingly hostile to Iran, it remains unclear how far they are willing to go in terms of increasing financial pressures on Tehran. Hadas said the Gulf Arabs feel that the U.S. does not listen to them and therefore sometimes try to pass messages through Israel. While he agreed that progress on the Palestinian track would make it easier for the Gulf states to be open about their ties to Israel, he cautioned that the Gulf states use the peace process as an "excuse not to take action" against Iran or in support of the PA. لواء سعودي متقاعد في منتدى يتناول موضوع السلام في الشرق الأوسط بمشاركة إسرائيليين


1. (C) Economic Cooperation Foundation (ECF) Director General Yair Hirschfeld briefed A/DCM and EconCouns January 14 on the latest session of a track-two working group on Middle East peace that includes participants from Saudi Arabia, Jordan, Lebanon, and the Palestinian Authority, as well as Hirschfeld and at least one other non-official Israeli. This group met at least three times in the second half of 2009, and is considered particularly interesting by Hirschfeld and other Israelis because of the participation of retired Saudi Major General Anwar Al-Eshki, who heads a Jeddah-based think tank. Hirschfeld said that Al-Eshki informed him that his participation and the ideas he presented were not officially endorsed by the Saudi government, but Saudi officials were aware of his actions and he does report all of his interactions with Israelis to his government. The Egyptian member of this group declined to attend this session, possibly out of concern over Al-Eshki's proposal regarding Gaza reported below.

Wikileaks: Fourth Interfaith dialogue: An "Academic" Exercise

1. Summary. On April 25-27, Qatar held its Fourth Interfaith Dialogue Conference. Representatives from the main monotheistic religions--Christianity, Islam, and Judaism--attended. This year's event witnessed notable differences from the previous three conferences. The conference was organized by the College of Shari'a and Islamic Studies at Qatar University; the Minister of State for Foreign Affairs delivered the opening statement; and the number of Jewish and Christian participants was significantly higher than in previous years, while local Qatari participation was minimal. However, these differences failed to produce any meaningful or inspiring outcome but rather contributed to a lackluster conference. End Summary.


2. In the weeks leading to the Fourth Conference there was little if any mention of the upcoming event. Unlike last year's event which witnessed controversy over the invitation and subsequent boycott by Israeli Jews and notable cleric Dr. Yousef al-Qaradawi (reftel), this year's event had no such flare-up. There was no public debate about the conference, either prior to, during or after.

Queries to the MFA in the days prior to the conference revealed that the College of Shari'a and Islamic Studies at Qatar University had the lead on the conference rather than the MFA, the usual organizer of international conclaves in Doha. When asked the reason for the shift, officials asserted that having the College in charge of this event was deemed more appropriate. Dr. Aisha Al-Mannai, the dean of the College of Shari'a and Islamic Studies and the coordinator of the conference, said of her role that she had been given full control of the conference and a free hand in inviting Muslim and Christian participants in coordination with the MFA. However, the MFA was responsible for inviting the Jewish participants.

More Talk, Less Debate

4. This year, the Amir did not deliver the opening remarks and was conspicuously absent from the conference. Instead, the Minister of State for Foreign Affairs, Ahmed Bin Abdulla Al-Mahmoud, officiated at the opening ceremony. In his opening remarks, Al-Mahmoud welcomed the participants and expressed his hopes that the conference would be a vehicle for promoting mutual understanding and cooperation among the faiths. Al-Mahmoud also reproached those who insulted religious figures, stating that such offenses were unacceptable, unjustifiable and discriminatory, and called on participants to explore the best means of implementing recommendations from last year's conference.

5. The conference covered the role of religion in civil rights, education, enhancing moral values, environment, freedom of expression, gender equality, globalization, peacemaking, pluralism, and scientific developments. At times the presentations remained on a purely scholarly level. One notable exception was the presentation by Jacob Bender, an American Jew who is currently making a documentary that explores a "dialogue of civilizations" and interfaith relations through the achievements of a Muslim, Jew and Christian during the Middle Ages. His talk sparked great interest among participants in his film as an educational tool for promoting religious toleration and interaith understanding.

Higher Numbers and New Faces

6. Participation in this year's conference rose significantly in comparison to last year. There was a total of 131 participants this year as opposed to 82 last year. Although Muslims figured largely, 37 Christians and 14 Jews participated. According to Al-Mannai, speaking and moderating roles were equally divided among the representatives of the three faiths. This year also witnessed the participation of Iranians for the first time. Both Sheikh Mohamed Ali Al-Taskheri, general secretary of the World Forum for Proximity of Islamic School of Thoughts, and Siboh Sarkis Sian, a bishop of the Armenian Orthodox Church, participated and spoke about the role of religion in globalization and civil rights.

Qataris Still Adjusting to Jewish Participation

7. Relatively speaking, the participation of Jews in the conference remained a sensitive issue this year. Jews from the U.S., Europe and Israel participated in the conference. According to Al-Mannai, the relative large number of Jewish participants raised protest among some Qatari invitees and led to their refusal to participate in the conference. Except for a few faculty members from the College of Shari'a and Islamic Studies who were attended, Qataris were largely and visibly absent from the conference. Notably absent also was cleric Dr. Yousef al-Qaradawi, who was not invited because of his position on Jewish participation in the previous year's conference. In his Friday sermon the day after the conference concluded, al-Qaradawi made no mention of the conference. Al-Mannai emphasized that individuals declined to participate not because they are against the Jewish faith, but because of Israeli policies--a sentiment also reiterated by a MFA official. According to the official, local Qatari participation in the Dialogue had decreased due in large part to reservations about the participation of Israeli rabbis. The official stressed that the reservation was not religious in nature, but rather political-i.e., an outward display of support for the Palestinians.

8. Local concerns about Jewish participation however, did not seem to trickle down to other participants at the conference. Muslim and Jewish participants could be readily seen interacting closely together and engaging in deep conversation throughout the conference. Perhaps in this one aspect, the conference appeared successful-facilitating genuine one-on-one dialogue between participants of all faiths.

Conclusion

9. The Fourth Interfaith Dialogue Conference issued various statements and recommendations at its conclusion. There was a recommendation to form a follow-up committee to work on establishing a center for religious dialogue in Qatar, a proposal advanced by the Amir at last year's conference. Participants also called for the expansion of the dialogue to include non-monotheistic religions. Another proposal was directed at the UN, calling for a resolution making it illegal to insult religions and religious symbols. Other more general and intangible statements focused on the importance of education and culture and the arts in promoting religious understanding, the re-affirmation of right of individuals to choose their own religions, equality between the sexes, and the family unit as the basis of human society.

10. A larger participation notwithstanding, this year's conference did little to advance any real or substantive dialogue between the religions. Discussion was for the most part stale and remained on a superficial level. The fear of offending any one religion or creating controversy appeared to have obviated any critical discussion. Even the more interesting and thought provoking presentations were quickly forgotten as moderators regulated audience comments, making any real debate impossible. Having said that, Qatar should still be commended for doing what no one else in the region appears willing to do: bringing representatives of the three religions together to engage in dialogue.

كشفت صحيفة "معاريف" الإسرائيلية أن إسرائيل أعدت سلسلة خطوات ضد دولة قطر بسبب نشاطها المكثف المعادي لها على عدة أصعدة عالميا ولا سيما دعمها الواسع للمسعى الفلسطيني الاحادي الجانب للانضمام إلى الأمم المتحدة الشهر القادم.



وذكر راديو "صوت إسرائيل" اليوم الخميس أنه جاء فى بيان لوزارة الخارجية الإسرائيلية أن صانعي القرار في إسرائيل عملوا خلال الاشهر القليلة الماضية على إحباط أي مبادرة قامت بها دولة قطر في المنطقة بما في ذلك اجهاض عدة مشاريع بتمويل الدوحة في إسرائيل والمناطق، مشيرا إلى أن ذلك جاء بعد أن أكد تقرير أن دولة قطر تقيم علاقات وطيدة مع حركة حماس وتساعدها ماديا، إذ تقدر الأموال المرسلة إليها بنحو مليون يورو سنويا كما أنها تدعم ماديا الدعاوى القضائية المرفوعة ضد إسرائيل.



وقد تقرر فى السابق إغلاق الممثلية الدبلوماسية الإسرائيلية كليا في الدوحة ومنع دخول رسميين قطريين إلى إسرائيل والضفة الغربية.




Report: Israel to take measures against Qatar


TEL AVIV, Israel (Ma’an) -- Israel is ready to implement measures against Qatar for supporting the Palestinian UN bid for recognition in September, Israeli newspaper Maariv reported Thursday.

Israeli authorities are reportedly thwarting all Qatari funded projects in Palestine and have closed their diplomatic mission in Qatar, Maariv said.

Qatari officials have also been forbidden to enter the West Bank or Israel.

Qatar also has strong relations with Hamas, Maariv reported Israeli officials as saying.

اسباب لمقاطعة ستاربكس




*اهداء لطلاب جامعة قطر


١- تم تكريم هاورد شولتز (الرئيس التنفيذي لشركة ستاربكس) من قبل صندوق القدس عايش حتورا (نار التوراء) المتطرف في عيد إسرائيل الخمسين كصديق لإسرائيل، وتقديراً للخدمات التي قدمها شولتز للدولة الصهيونية من خلال تعزيز العلاقات بينها وبين الولايات المتحدة.


٢- امتدحت وزارة الخارجية الإسرائيلية عمل ستاربكس الدعائي لإسرائيل، قائلة ان الاثرياء من أمثال هاورد شولتز من اهم اسباب نجاح حملتها الدعائية التي تحاول ان تعكس بها صورة إيجابية للعالم.


٣- في ٢٠٠٢، وبينما كانت إسرائيل تقصف مناطق متعددة من فلسطين كجنين ونابلس، تحدث شولتز في معبد مزدحم باليهود الأمريكيين معللاً أسباب عدم الاستقرار والنزاعات في "المنطقة" للمعادين للسامية. مما يعني إلقاء اللوم على الفلسطينين، متجاهلاً عدم امتثال إسرائيل للقوانين الدولية واستمرارها بالتوسع بالمستوطنات على الأراضي الفلسطينية، بالإضافة إلى اعتقالاتها واغتيالتها التي تعتبر جميعاً تصرفات خارجة عن أي قانون دولي. وطبعاً ناكراً حصارها الاقتصادي الذي لا ينتج عنه سوى حياة مهينة للشعب الفسطيني.



٤- ليومنا هذا مازالت ستاربكس راعية للكثير من النشاطات المساندة لإسرائيل خاصة في الحرم الجامعي في الولايات المتحدة، حيث أصبحت حملة المقاطعة همّ كبير للمسؤلين لدرجة أن إسرائيل أصبحت تبعث طلبة للجامعات العالمية لتحاول تحسين صورة إسرائيل، واضطر الكنيست لإصدار قانون لمعاقبة من يطالب بمقاطعة إسرائل من الداخل.




٥ - بعيداً عن القضية الفلسطينية، ستاربكس أيضاً ساندت حرب بوش على "الإرهاب" حيث افتتحت ستاربكس للجيش الأمريكي في أفغانستان تحت راية "نخدم بفخر" .



٦ - أخيراً، إن لم تكن هذه أسباب كافية لمقاطعة قهوة ستاربكس، فشاهد الفيلم الوثائقي "الذهب الأسود" الذي يبين مخالفاتها لسياسات التجارة العادلة وذلك من خلال حصولها على قهوة رخيصة الثمن بإستغلال العمالة الرخيصة في دول العالم الثالث وبيعها بأسعار باهظة. كما يعرف منع ستاربكس موظفيها من تشكيل نقابات عمالية تحمي حقوقهم وأيضا معاقبة من ثبت تعاطفه مع مثل تلك النقابات.

«فيوليا» (لا) تعمل في لبنان؟

منذ نشأة الكيان الصهيوني على ارض فلسطين اتخذت الجامعة العربية قراراً بمقاطعته، لكن، وبرغم اصدار لبنان قوانين خاصة للمقاطعة، تفتقد فإنها الآلية للتطبيق، فتظهر «آثار القدم الهمجية» على شكل بضائع أو شركات داعمة تتلطى بأسماء فرعية.. شركة فيوليا إحداها

تنطلق نيفين بسيارتها صباح يوم الأحد تاركة قرية شعفاط الغافية بين كروم الزيتون متوجهة الى القدس للمشاركة في القداس الأسبوعي. تتوقف للحظة امام اشارة المرور في زحمة سير خانقة. لم تعد الطريق كما كانت اثناء طفولة نيفين، حين كانت ترافق عائلتها في الرحلة الاسبوعية الى مدينة تغيرت معالمها كثيراً خلال السنوات الماضية. تلتفت الى مقعد سيارتها الخلفي، تمتد يدها الى حقيبة صغيرة، تسحب كاميرتها الفوتوغرافية، تمارس هوايتها بالتقاط الصور. تسجل لحظة مرور «مترو القدس» في رحلته التجريبية لتوثق أحد التغييرات التي طرأت على مدينتها بسبب ممارسات الاحتلال. فالطريق التي كانت بخطين ذهاباً وخطين إياباً، اصبحت بخط واحد لكل اتجاه، مما صعب الدخول والخروج الى المدينة المقدسة. عبر بريدها الالكتروني، ترسل الصور لمجموعة من الاصدقاء بينهم مقيمون في لبنان. وآخر ما كنا نتوقعه هو وجود فرع للشركة في لبنان الذي سن قانون مقاطعة اسرائيل في 23 حزيران 1955 وأنشأ مكتباً خاصاً بذلك في وزارة الاقتصاد والتجارة وفقاً للمرسوم الجمهوري الرقم 10228 الصادر عام 1963.

هكذا نمضي أياماً في التعرف إلى الشركتين المنفذتين للمشروع «الستوم» و«فيوليا الفرنسية الدولية» والمسجلتين على لائحة «الحملة العالمية لمقاطعة اسرائيل وسحب الاستثمارات منها» منذ عام 2005 «نتيجة لأعمالهم القذرة في خدمة الاحتلال في مناطق مختلفة من فلسطين»، فخط التراموي الذي سيربط القدس بالمستوطنات يعد وسيلة نقل للاحتلال، مما يمثّل انتهاكاً لاتفاقية جنيف التي تحظر على الاحتلال نقل مدنييه الى المناطق المحتلة. نشاط فيوليا يتنوع بين اعمال ورش البيئة، المياه والنقل، اذ تعمل عبر احد أفرعها (تي.ام.ام) أيضاً في مطمر «التوفلان» للنفايات القريب من اريحا، حيث يذكر تقرير لمجموعة «كوربرت واتش» للبحوث والمتخصصة في الرقابة على عمل الشركات العالمية، التجاوزات التي تقوم بها الشركة في ادارة المطمر هناك، حيث تدفن نفايات 21 مستوطنة في المطمر القريب من الحدود الاردنية، الذي يفيض بـ«التأثيرات الجانبية» الصحية والبيئية على القرى العربية المجاورة كقرية فصايل وقرية ابو عجاج، ما أدى الى تهجير سكان الثانية فانخفض عديدهم الى مئتين بعدما كان بالآلاف في عام 1999، تاريخ انشاء المطمر. وحتى هؤلاء، يغادرون منازلهم خلال فصل الصيف ويعودون شتاءً حين تصبح الروائح اخف. كذلك سجلت الثروة الحيوانية خسائر كبيرة، وهي مصدر رزق اساسي للسكان. فضلاً عن حرمان سكان تلك القرى من الحصول على الكهرباء بينما ينعم سكان المستوطنات بأسعار تشجيعية مخفضة لأسعار الكهرباء والمياه لحفزهم على الاقامة في المستوطنات، حيث تساهم اعادة تدوير النفايات في المطمر بتأمين الطاقة الكهربائية من خلال الطاقة المتجددة. اما من يعمل داخل المطمر؟ فهم عمال فلسطينيون محرومون من اي حقوق وظيفية.. حيث تبلغ يومية العامل نصف الحد الأدنى المحدد للعامل الاسرائيلي، اضافة الى حرمانهم من اي تأمين وظيفي او صحي.

لفيوليا أيضاً اسهمها في خطوط الباصات كالخطين 109 و110 وهي تتيح نقليات عبر الطريق 433 في الضفة الغربية بين المستوطنات. وتمارس عليه سلطات الاحتلال نظام الابارتهيد حيث يمنع الفلسطينيون من استعماله بدون تصاريح.
ويضاف الخط 322 الذي يعتمد على نظام الفصل بين الجنسين، حيث يمنع الاختلاط داخل الباص بين الرجال والنساء، وعلى النساء ان يدخلن من الباب الخلفي اما الرجال فمن الباب الامامي للباص. كذلك ركبت في وسط بعض الباصات ستائر سميكة لتفصل بين الجنسين.

هذا التاريخ الحافل بالأعمال الوسخة كان مقنعاً للرأي العام في انحاء متفرقة من العالم لمقاطعة الشركة. هكذا، نجحت الحملة في التأثير على اعمال الشركة التي منيت جراء ذلك بخسائر قدرت بأكثر من 10 مليارات دولار خلال السنوات الست الماضية. وذلك لمنع تجديد او ابرام عقود جديدة لمصلحتها في الكثير من دول العالم عبر ضغط حملة المقاطعة على الجهات الحكومية والبلديات. فمن مدينة مالبورن الاسترالية الى السويد والنرويج وهولندا وايرلندا واسكتلندا، الى إنكلترة أخيراً، حيث انضمت بلدية تاورهاملت شرق لندن في شباط الفائت الى حملة المقاطعة لتصبح الثانية بعد بلدية سوانسي. ورفض ائتلاف بلديات جنوب غرب لندن العرض على المناقصة التي قدمتها فيوليا للحصول على عقد لإزالة النفايات بمليار استرليني نيسان الماضي.


هذا في العالم. عربياً تبدو الصورة مختلفة. حيث تعمل فيوليا ومتفرعاتها في العديد من الدول العربية. ففي المملكة العربية السعودية تعمل كل من فيوليا والستوم ضمن ائتلاف شركات الراجحي على تنفيذ خط قطار الحرمين. اضافة الى ابرام عقد شراكة مع شركة ديار المملوكة من الحكومة القطرية العام الفائت. وللشركة نشاطها في مصر والمغرب والامارات، اضافة الى دول تعد رافضة للاحتلال الاسرائيلي كفنزويلا وتركيا. اما اسم لبنان فموجود على احد مواقع الشركة التي تقدم حلولاً لمشاكل المياه. «الأخبار» حاولت الاستفسار باتصال هاتفي عن طبيعة عمل الشركة في لبنان «لأننا نجري بحثا عن مشاكل المياه والحلول المناسبة لها»، كما ادّعينا في الاتصال، فحولونا الى شخص من قسم المناقصات اكد لنا أن «الشركة في لبنان» هي فرع للشركة العالمية، وأن اهم مشاريعها في لبنان لمصلحة «مجلس الإنماء والاعمار»، حيث نفذت الشركة تركيب محطات تكرير المياه المبتذلة في النبطية وراس النبي يونس. لكن، هل قامت الشركة بهذه الاعمال باسمها فيوليا أم باسم آخر؟ ارسلنا استيضاحاً رسمياً عبر الفاكس الى مجلس الإنماء والإعمار الذي رد علينا مؤكداً أن المشروعين قد نفذا من خلال شركة «او تي في» غير المسجلة على لائحة المقاطعة، وفقاً لشهادة مكتب مقاطعة اسرائيل في وزارة التجارة والاقتصاد.

لكن، وبمراجعة الموقع الالكتروني للشركة المذكورة، تبين انها تحمل نفس العلامة التجارية لفيوليا! اضافة الى وجود رابط للموقع الالكتروني لشركة فيوليا على الصفحة الرئيسية. بعدها قمنا بالاتصال على الرقم السابق ذاته، وسألنا ان كنا نتحث الى شركة «او. تي، في»، فجاءنا الجواب بالإيجاب. فطلبنا الحديث الى ممثل الشركة في لبنان جوني عبيد المذكور اسمه في شهادة التسجيل الصادرة عام 2002. ورداً على سؤالنا نفى عبيد بداية اي علاقة لـ«أو. تي. في» بفيوليا. وحين اخبرناه اننا حصلنا على رقم الهاتف من خلال موقع فيوليا، اجاب «كنا فيوليا ونقوم الآن بالانفصا»». وعلل وجود الروابط بين الشركتين «بأن عملية الفصل لم تتم كلها»، واعداً بإرسال اوراق تثبت عملية الانفصال لم تصلنا منذ عشرة ايام. تبقى اسئلة عدّة: هل صحيح أن الشركتين منفصلتان؟ ولم انفصلتا؟ أم الثانية هي الاسم التنكري للأولى المفروض اسمها على لائحة المقاطعة؟ والسؤال الأهم: هل أبرمت العقود قبل او بعد انفصال الشركتين؟ وبما أن «الانفصال» لم يحصل بعد بشهادة عبيد ، فالأرجح أن الجواب واضح.

اللافت وأنت تتصفح موقع شركة فيوليا الإلكتروني في لبنان غياب اي معلومات حول مشاريعها المنفذة او قيد التنفيذ. ويكتفي الموقع بشرح تعريفي مبسط «حلول لمشاكل المياه وخدمات تكنولوجية. واللافت أن صفحة لبنان تندرج ضمن دول الشرق الاوسط التي تضم كلاً من لبنان الامارات ومصر والسعودية وتركيا، حيث لن تجد اي رابط مع شركة فيوليا في فرعها «الإسرائيلي» الذي نفذ مشروع محطة عسقلان عام 2005 لتحلية المياه المالحة، والمصنّف حسب فيوليا نفسها أحد اهم المشاريع من نوعها في العالم.

المزيد من الخسارات تطال "فيوليا"

BDS victory: Veolia loses yet another contract in the UK


“Veolia is paying a high price for its complicity in Israel’s occupation and violations of international law,” stated a press release from the UK-based Palestine Solidarity Campaign (PSC) on Wednesday, after the French urban systems corporation lost yet another contract this time in Ealing, London. The contract is worth £300 million ($490 million USD) in total over 15 years, and “is even more significant given the fact that Veolia had the previous parks maintenance contract,” PSC added.


The decision to bump Veolia from Ealing’s contract was made after British activists met with city councillors and council officials and provided details about Veolia’s ongoing complicity with the Israeli goverment’s light rail project in Jerusalem, which aims to connect West Jerusalem with illegal settlements in the occupied West Bank.


Several months ago, Veolia lost a major garbage collection contract elsewhere in London, and in March, PSC reported that a contract was awarded to an alternate company after sustained pressure on city officials by local BDS activists to cancel Veolia’s bid. Veolia also lost a contract in Richmond in February, Edinburgh in December 2010, and Sandwell in 2009...

قدم عدد من العاملين في شركة الشرق العربي للتامين استقالاتهم احتجاجاً على إقدام الشركة على تامين سيارات السفارة الصهيونية في عمان ، ما أثار حفيظة الموظفين الذين أكدوا رفضهم لهذه الصفقة المشبوهة، خاصة بعد كشف نية الشركة بالمضي في إبرام الصفقات مع سفارة العدو وإبرام عقود للتأمين الصحي والتأمين على الحياة لموظفي السفارة.


الأمر لم يتوقف عند هذا الحد، بل وصل إلى تعرض الموظفين الذين احتجوا على هذه الصفقات المشبوهة لمضايقات من قبل إدارة الشركة التي حصلت على كتاب شكر من سفارة العدو ، والتي خيرت كل من يحتج على تامين السفارة الصهيونية بين مواصلة العمل أو الاستقالة.


تجمع القوى الشبابية والطلابية لدعم المقاومة ” اتحرك” استنكرت هذا الإصرار على تطبيع العلاقات مع العدو الصهيوني والاستمرار بإبرام الصفقات المشبوهة في الوقت الذي يستهدف فيه العدو أمن واستقرار الأردن عبر مخططات الوطن البديل التي عكسها التصريحات الصادرة باستمرار عن الكنيست الصهيوني....

إهانة العربية

من خارج أي منطق أو سياق، أجرت محطة «العربية» مقابلة مع رئيس الوزراء الإسرائيلي بنيامين نتنياهو، لا يمكن تفسيرها ولا تبريرها لا في السياسة ولا في المهنة، ولا حتى في التقليد الذي اعتمده الإعلام العربي المرئي والمكتوب وفرضه على نفسه وقرر أن يجلد به جمهوره ويعذبه بين الحين والآخر.


في الماضي كانت المقابلات الصحافية العربية مع قادة العدو الإسرائيلي تجرى على أساس ان لدى المؤسسة الإعلامية، او البلد العربي الذي تنتمي إليه، أسئلة محرجة او استفسارات محددة تريد ان تطرحها على هذا المسؤول الاسرائيلي او ذاك، او ان لديها تعليمات، أميركية تحديداً، بالانفتاح على الإسرائيليين وبناء جسور الثقة مع حكومتهم بتشجيعها على المضي قدماً في مساعي التسوية. كانت تلك المقابلات بمثابة ضريبة تدفعها المحطات تخدم المجهود السياسي من اجل القضية الفلسطينية. هكذا كان يتم تبرير تلك القفزات الإعلامية التي لم يتقبلها الجمهور العربي يوماً ولم يشعر بفائدتها أبداً.


لماذا المقابلة التلفزيونية الآن مع بنيامين نتنياهو؟ يمكن لأي كان أن يرجح أنها ليست استجابة لنصيحة أميركية، لأن واشنطن غير معنية الآن بهذا النوع من التواصل والتفاعل العربي الاسرائيلي، لأسباب عديدة اهمها، انه ليس على جدول أعمالها الراهن اي مشروع لمؤتمر او حتى للقاء او منتدى للبحث في استئناف مفاوضات السلام.. كما يمكن لأي كان أن يجزم بأن الجانب الفلسطيني لم يطلب مثل هذه البادرة تجاه رئيس الوزراء الإسرائيلي الذي لا يعترف ضمناً بوجود قضية فلسطينية، ولا يمكن ان يغير رأيه لمجرد إهدائه فرصة الظهور على شاشة عربية.. كما لا يمكن ان يساوم على اعتراضه الشديد على توجه السلطة الفلسطينية الى الجمعية العامة للأمم المتحدة في أيلول المقبل لطلب الاعتراف بدولة فلسطينية مستقلة. وما قاله في المقابلة نفسها واضح جداً ويمكن اختصاره على النحو الآتي: إذا كان لدى الفلسطينيين اي مطالب فليقدموها إلينا مباشرة بدل عرضها بطرق ملتوية على المنابر الدولية. فالمسافة قصيرة جداً بين القدس ورام الله!


وعدا عن تلك الإهانة التي وجهها نتنياهو الى الفلسطينيين والعرب من خلال شاشة «العربية»، والتي تفوق الإهانة التي وجهها الناطق باسم الجيش الإسرائيلي قبل يومين عبر شاشة «الجزيرة» لدى إطلاله بزيه العسكري للحديث عن القرصنة على سفينة الكرامة، فإن رئيس حكومة إسرائيل وجه إساءة متعمدة ايضاً الى سوريا بنظامها وثورتها الشعبية، عندما اوحى بأن إسرائيل تستطيع التدخل في الأزمة السورية، لكنها لن تفعل!


لم يكن للمقابلة مع نتنياهو في هذا الوقت بالذات أي مبرر، لأنها لا تهدف لأي غرض سياسي، هذا اذا كان لمثل هذه المقابلات من غرض غير الترويج لرئيس الوزراء الإسرائيلي الذي يقود عملية منهجية ثابتة لتصفية جوهر القضية الفلسطينية وتحويلها الى خلاف معيشي مع جزء من السكان الأصليين للدولة اليهودية.. وهو ما تعارضه شريحة من الإسرائيليين الذين شعروا ربما بالاستغراب او الحرج من مبادرة «العربية» الى محاورة أسوأ مسؤول إسرائيلي في أغرب توقيت.

Palestinian defends role in Jerusalem film fair

BEIRUT: Palestinian filmmaker Sameh Zoabi has issued a response to calls from the American Campaign for the Academic and Cultural Boycott of Israel and Artists Against Apartheid, International Alliance, which last week criticized his decision to screen his first feature, “Man Without a Cell Phone,” in this year’s Jerusalem Film Festival.

“As you have pledged support for the Cultural Boycott of Israel, we were surprised to learn of the inclusion of your film ‘Man Without a Cell Phone’ in the Jerusalem Film Festival of 2011,” said the statement released late Tuesday.

“Further,” the statement continued,
“we are disappointed to learn of the Doha Film Institute participating in normalization with Israel through an Israeli-Qatari coproduction with an Israeli production company, with its co-production represented as an Israeli film in the Jerusalem Film Festival in the Israeli Competition.”

Zoabi’s 2010 film had its world premier at 2010’s Doha-Tribeca Film Festival. An Israel / France / Belgium / Palestine / Qatar co-production, the film was the first to issue from cooperation between an Arab funding agency and an Israel production company.

The film, the debut feature Zoabi (a ’48 Palestinian and Israeli citizen), is a light-hearted comic drama about the marginalized and subdivided state of Palestinian families in a village “that the Israelis renamed to help Arab Israelis forget their Palestinian roots.”

In his reply, Zoabi wrote that, as “a Palestinian filmmaker who retains only Israeli citizenship,” he refused to apologize for participating in JFF, for seeking production funds from the Israeli Film Fund and the theatrical release of his film inside Israel.

“The [Israeli] boycott at its core,” he wrote, “has strong implications for success when it is linked to the international community however, all Palestinians living in Israel function within the larger civil society – in the parliament, universities, the workplace, schools, transportation systems, supermarkets, the products we consume, media, etc.

ولد ممنوع وولد مسموح: انتهاك حقوق القاصرين الفلسطينيين الذين اعتقلوا للاشتباه بهم برشق الحجارة

ملخص التقرير، تموز 2011


منذ بداية 2005 ولغاية نهاية العام 2010 تم اعتقال ما لا يقل عن 835 قاصراً فلسطينياً وتقديمهم للمحاكم العسكرية في الضفة الغربية بتهمة رشق الحجارة. من بينهم 34 في جيل 12-13، 255 في جيل 14-15 و 546 في جيل 16-17. ومن بين هؤلاء القاصرين تمت تبرئة واحد فقط فيما أُدين الباقون جميعاً.



تتم محاكمة القاصرين الفلسطينيين المتهمين بالمخالفات الجنائية طبقا للقانون العسكري الساري في الضفة الغربية، والذي يمنحهم القليل من الحقوق الخاصة بحكم جيلهم. هذه الحمايات، مثل فصلهم عن البالغين خلال الاعتقال والسجن، لا يتم العمل بحسبها دائما، كما هو الحال بالنسبة للحمايات التي يوفرها القانون العسكري لكل مشتبه والهامة بصورة خاصة بالنسبة للقاصرين، مثل الحق في استشارة محام.


إن تعليمات القانون العسكري بخصوص القاصرين تتناقض مع تعليمات القانون الدولي والإسرائيلي التي تعترف بأن جيل القاصرين يؤثر على مسئوليتهم الجنائية وعلى الطريقة التي يختبرون بها الاعتقال، التحقيق والسجن، وتفترض أن مثل هذه المراحل قد تمس بتطورهم. لهذا السبب، فإن المعايير الدارجة في القانون الدولي والإسرائيلي تمنح القاصرين حمايات خاصة عندما يُشتبه بهم باقتراف مخالفة، ويستوجب حضور الوالدين خلال التحقيق معهم، كما ويعتبر الاعتقال والسجن كآخر وسيلتين للتعاطي مع انتهاك القانون من قبلهم.


في شهر تشرين الثاني 2009 أقيمت في الضفة الغربية محكمة عسكرية للشبيبة، والتي منحت لها الصلاحية القانونية في تداول المخالفات التي يقترفها من هم دون سن 16. وقد قرر القضاة العسكريون بمبادرة منهم إلى محاكمة الذين تقل أعمارهم عن 18 عاما في المحكمة العسكرية. وقد صرح عدد من القضاة في أحكامهم أنهم يعتقدون بأنه على جهاز القضاء العسكري محاكمة القاصرين وفق المعايير الدارجة في محاكم العالم التي تخص الشبيبة. وقد صرح رئيس محكمة الاستئناف العسكرية أن روح قانون الشبيبة الإسرائيلي يجب أن تسري أيضا في الجهاز العسكري، حتى لو كانت غير مقننة في التشريع. لكن على الرغم من هذه التصريحات، فقد غيرت المحكمة العسكرية القليل من الواقع وما يزال المس بحقوق القاصرين عبر المحاكمات بالغاً.

... كان قرار التقسيم المقترح، الذي تعدّه إسرائيل أساساً لإنشائها، قد اقترح بداية دولة يهودية ذات غالبية عربية، ومن ثم جرى تعديله على نحو بسيط في وقت لاحق، كي يشمل عدد سكانها ٤٥ في المئة مواطنين عرباً لا أكثر. وبالتالي، فإنّه لم يقترح أنّ الدولة اليهودية ستكون خالية من العرب أو «Arabrein»، كما تمنّت الدولة الإسرائيلية وكما يأمل العديد من اليهود الإسرائيليين المعاصرين اليوم. وكان قد تم تقسيم فلسطين إلى ١٦ دائرة، ٩ منها كانت موجودة في الدولة اليهودية المقترحة، وكان العرب في الواقع يمثلون الأغلبية في 8 من المقاطعات التسع التي تشملها الدولة اليهودية. ليس ثمة نص واحد في قرار التقسيم يوحي بأنّ ما يعنيه القرار بـ«الدولة اليهودية» هو منح الإذن بالتطهير العرقي، أو استعمار مجموعة عرقية واحدة الأراضي المصادرة من المجموعة الأخرى، ولا سيما أنّ قرار التقسيم يقدم تصوّراً للعرب في الدولة اليهودية، باعتبارهم أقلية كبرى دائمة، وبالتالي ينص على الحقوق التي يجب أن تمنح للأقليات في كل دولة. ولكن ما أهمل قرار التقسيم التفكير فيه هو حقيقة أنّ العرب كانوا أقلية كبيرة، وأنّهم في غضون سنوات قليلة قد يتفوقون عددياً على عدد السكان اليهود في الدولة اليهودية.

… يملي عصر الأنوار الأوروبي على إسرائيل فهمها لحقوقها، ولا سيما أطروحة جون لوك حول الحقوق القابلة للتصرف وغير القابلة للتصرف. فوفقاً لـ«لوك»، بخلاف المستعمرين الأوروبيين، لا يمتلك السكان الأصليون مثل هذه الحقوق نظراً إلى أنّهم يعيشون كالطفيليات على الأرض، دون أن يحسّنوها. فانتحال إسرائيل لهذه الحقوق لنفسها في حد ذاته إنما ينطوي على إصرارها على أنّ الفلسطينيين، تماشياً مع تأكيدات لوك، لا يملكون الحق في مقاومتها. وهكذا، يتم الجمع بين دفاع إسرائيل الأخلاقي والقانوني عن نفسها، حيث لإسرائيل الحق في استعمار واحتلال أراضي الفلسطينيين، والتمييز ضدهم على أساس مبدأ الاستثناء والتفوّق الاستعماري الأوروبي، وحيث ليس للفلسطينيين الحق في الدفاع عن أنفسهم ضد ممارسة إسرائيل لهذه الحقوق المنتحلة ذاتياً. لكنّهم إن قاموا بذلك، سيكون لإسرائيل الحق في الدفاع عن نفسها ضد دفاع الفلسطينيين غير المشروع عن أنفسهم ضد ممارستها المشروعة والأخلاقية لحقوقها.


ولكن، إذا كان ليس لدى إسرائيل أي حقوق قانونية معترف بها دولياً للاستعمار، والاستيطان، والاحتلال، والتمييز، ولا تملك أيضاً حقاً أخلاقياً أو قانونياً معترفاً به دولياً في أن تكون استثناءً، فإنّ الآلية الوحيدة، التي يمكن إسرائيل من خلالها تقديم هذه الادعاءات والمزاعم، ستتمثل بغياب المساءلة الدولية، أو بالأحرى رفض إسرائيل لأن تكون مسؤولة أمام القانون الدولي والاتفاقيات القانونية. ويحمي تحالف إسرائيل مع الولايات المتحدة رفضها هذا في أن تكون مسؤولة، فتستخدم الأخيرة حق النقض لتقويض جميع قرارات مجلس الأمن التي تدعو إسرائيل لأن تكون مسؤولة أمام القانون الدولي، ما يجعل القانون الدولي غير قابل للتنفيذ. ...

Tunisians protest against Israel ties

Some 600 people demonstrate against Tunis' wish to restore diplomatic ties with Jerusalem

Around 600 people rallied in Tunis Sunday threatening to out leaders believed to support normalization of diplomatic ties with Israel.

"Death to all Tunisians attempting to normalize relations with Israel," said Ahmed Kahlaoui, who chairs a committee opposing the restoration of diplomatic ties between the two countries.

"We will denounce them and publish their names," he said, speaking at a meeting organized at a conference hall in the Tunisian capital and attended by hundreds of people, some of them waving anti-Israeli banners.

Earlier this month, the authority in charge of political reform following the January ouster of Zine el-Abidine Ben Ali after 23 years of dictatorial rule, adopted a "republican pact" meant to form the basis of a new constitution.

It rules out a normalization of ties with Israel but some members of the commission that drafted the text were reportedly in favor of leaving the issue out of the document.

"We can no longer trust this body's members, which includes academics who support normalization with Israel and have had ties themselves" with the Jewish state, Kahlaoui said.

Songs, dances and poems were performed during the meeting and Tunisians veterans who took part in the 1948 Arab-Israeli conflict gave testimonies.After several years of warming ties, the Israeli and Tunisian authorities opened interest sections in each other's countries in 1996 but Tunis broke off all relations in 2000 after the outbreak of the second intifada.

الديمقراطية الوحيدة في الشرق الأوسط؟

إسرائيل: الكنيست يجيز قانونا يعاقب كل من يقاطع المستوطنات في الضفة الغربية

أجاز الكنيست الإسرائيلي قانونا مثيرا للجدل ينص على معاقبة كل شخص أو منظمة في إسرائيل يقاطع المستوطنات الإسرائيلية في الضفة الغربية.


وتقول منظمات مدافعة عن حقوق الإنسان إن القانون الجديد يخنق حرية التعبير ويقوض الديمقراطية في إسرائيل.

ووافق الكنيست على القانون بواقع 47 مقابل 36 نائب بعد محاولات فاشلة لتأجيل مناقشته في البرلمان الإسرائيلي.


وجاء القانون الجديد في أعقاب عدة دعوات إسرائيلية لمقاطعة المؤسسات والأفراد الذين يتعاملون مع المستوطنات اليهودية في الأراضي الفلسطينية المحتلة.
